U.S. officials are investigating whether China’s AI Startup Deepseek has avoided US export restrictions by purchasing advanced NVIDIA semiconductors through third parties in Singapore. These chips, which are important for AI tasks, are banned for sales to China based on US regulations. This probe is concerned about the expansion of China’s ability in artificial intelligence following the release of DeepSeek’s R1 chatbot, comparable to the US tools developed by the United States.

R1 has impressed engineers with its efficiency and low cost, but some industry experts have questioned whether DeepSeek’s success is based on Western technology. Deepseek does not comment on this issue, but US officials are focusing on whether the company uses Singapore brokers to bypass the NVIDIA chip restrictions. US governments, including White House and FBI officials, are investigating this potential avoidance.

The role of NVIDIA and AI Arms Race

Several experts, including ELON MUSK and HOWARD LUTNICK, have been nominated as the principal of the US Ministry of Commerce, but have recently suggested that DeepSeek has found a way to avoid US sanctions. As a responsibility to implement semiconductor trade restrictions, Lutnick has emphasized the need to stop China from competing in the AI field using US technology. “If they intend to compete with us, let them compete, but don’t use our tools to compete with us,” Lutonic said at a confirmation hearing.

This controversy emphasizes tensions on the strategic importance of AI technology. Deepseek’s R1 chatbot is considered an important competitors for US platforms like Openai, as it could imitate human inference and confuse the AI market. As China progresses rapidly with AI, as the role of AI, which increases both economy and military power, is concerned about the effectiveness of US efforts to limit China’s access to important technology. Is increasing.

Efforts to strengthen US restrictions and control

The United States has long been imposing export restrictions on production tools related to specific semiconductors to restrict China’s advanced AI technology. These measures are to prevent China from gaining technical advantage that can have a military meaning. However, recent developments around DeepSeek are questioning the effectiveness of these control.

DeepSeek’s V3 AI model released last month is thought to have been trained with NVIDIA’s H800 chips. After the Biden administration imposed these chips in October 2023, NVIDIA developed H20, a very low -abilityed alternative to the Chinese market. US officials are currently considering whether to impose additional restrictions on the H20 chips, and are continuing the policy controversy that began at the end of Trump’s term.

In response to concerns about intermediate countries, the Biden administration has expanded export management in 2023 and includes more than 40 countries, including many Middle East and Southeast Asia. However, Singapore was not initially included in these restrictions. In 2023, Biden’s administration further expanded to control, requiring a large -scale shipping license to Singapore, but a small amount of shipment was notified.

Singapore roles and enhancements of scrutiny

Singapore is focused on strategic roles in global semiconductor trade. It accounts for about 20 % of NVIDIA’s revenue, but most shipments related to Singapore are destined to places outside the country. U.S. lawmakers have raised concerns and are seeking more strict management to Singapore to prevent chips from being diverted to China. Representative John Mulenal and Raja Krishmulati have urged national security advisor Mike Waltz to make a stricter surveillance on Singapore’s role in semiconductor trade.

As Deepseek survey continues, it reflects continuous issues in managing global semiconductor trading and controlling access to AI technology. The results of this probe may have a significant meaning in the relationship between the United States and China and the future of AI development.
