What is a Confirmation of Enrollment (CoE)?
A CoE is an official electronic document issued by an Australian educational institution confirming a student’s enrollment in a registered course. This includes details such as student information, course of study, program duration, and fees. To obtain a CoE, students must secure admission, pay the required tuition fees, and confirm their position in the program.

Previously, offer letters functioned as offers of admission, but the lack of binding CoE made them less effective in preventing visa abuse.
What is the reason for the change?
Australian authorities have observed cases of individuals entering the country on student visas without enrolling in an educational program. By requiring CoE, the government aims to ensure that only genuine students are granted visas. This prior proof of enrollment eliminates fraudulent applications and strengthens the integrity of the visa process. Foreign Service, Defence, and secondary exchange students are exempt from this change as they can continue to use alternative evidence of course registration. This update is part of the Australian update. There are widespread efforts to tighten immigration policies while maintaining the country’s status as a top destination for international students. In December 2024, the Government replaced Ministerial Directive 107 with Ministerial Directive 111 to speed up the processing of offshore student visas.
Australia has also increased the cost of international student visas from AU$710 to AU$1,600 in July 2024.
