The Australian Department of Home Affairs will no longer accept offer letters from individuals applying for student visas from 1 January 2025. Land applicants must include a Confirmation of Enrollment (CoE) with their application. There are no changes to alternative forms of evidence for courses of study for Foreign Affairs, Defence, or secondary exchange students.
If you do not submit a CoE at the time of application, your application will be invalid. Visa decision makers cannot evaluate invalid applications. This change only affects applications submitted after January 1, 2025. Visa applications submitted before that date using only offer notifications from education providers will not be affected.
This change adjusts the requirements for providing evidence of intended course of study in both domestic and international student visa applications. The notice stated, “Submitting a CoE when applying for a VISA demonstrates the student’s strong commitment to study at the institution.” This provides greater certainty for Australia’s international education sector.
The official notice states: “Australian visa holders are responsible for ensuring they maintain their legal status. If you are planning to study abroad and are unable to obtain a CoE before your current visa expires, You will need to leave Australia or consider other visa options. However, there are no restrictions on applying for a student visa while in Australia if you hold a specific visa.
