Security Minister Dan Jarvis has issued a statement to the Commons about preventing learning reviews for men who killed David Ames in October 2021.
Jarvis begins by saying that AIDS is a “very respected member of Congress” that “has widened popularity beyond political disparities.”
After paying tribute to Amess, Jarvis turned to the Prevent Program, particularly the specialist channel program where his murderers were featured between 2014 and 2016.
Following the murder of the former South End West MP in 2021, a learning review was ordered and completed in February 2022.
Multiple introductions
This review introduced the perpetrator in 2014 as “after the teacher identified changes in his behavior,” and assigned him to work with an “intervention provider” specializing in Islamic extremism. It shows that when it was first known to the program.
In April 2015, after “rating his terrorist risk was rated low,” the perpetrator “was removed from the channel,” and the 12-month review raised “no concern,” but more No introductions were made.
Case: “It was too fast”
Summarying the findings of the review, Jarvis said: “Evaluation from the perpetrator’s vulnerability perspective was problematic, which ultimately led to questionable decisions and next processing of the case while he was engaged in prevention and channels.”
“This incident was ended due to prevention too quickly,” he adds.
Four Implemented Recommendations
The minister also said that record keeping is “problems” including the use of “outdated” tools and the unclear sharing of responsibility between police and local governments.
Changes from 2015 onwards mean some of the issues with the “most likely not to repeat today, today” cases, but there were still four recommendations currently being implemented.

The Secretary of the Interior also ordered new independent officers to review the program, interact with the perpetrators, and ensure that all recommendations are fully implemented.
